swiping left to right on tablet mode

Hi all, does the SP3 swipe left to right when in tablet mode, like the surface 2 does. Whenever I go to add more tiles to the right hand side of the screen there seems to be a bar that stops me, and it drops in underneath the closest tile. Is there a reason for this. Hope what I have said makes sense, and thanks for your help in advance.
