Why is the Microsoft driver update for SP4 not working?

I have a Surface Pro 4 and an Microsoft driver update for Surface Touch seems to stuck.
It says "Requires a restart to finish installing". I've tried to restart a hundred times, but still nothing. What can be the problem?
