Wifi Connection on windows Lumia 650 - frequent issue of no internet access

I am using lumia 650. I am able to connect to wifi through hotspot, the phone gets connected to hotspot but it shows no internet access. However, rarely I could get internet access through this connection. Also, i tried to change ip address to provide fix ip to overcome this problem, but I cannot do it in windows Lumia 650 through manage.

Same problem is there with tab with windows 10

can somebody help me out.
