Windows 10 notepad doesn’t show some character from eastern europe encoding correct

Hi,

I have a problem with my Windows 10. I installed it as english version but later I changed language to czech language. Now czech language is display language.
Everything looks good but I have a problem with text file that is eastern europe encoded.
Some accent character is incorrect. I tried opened in more editors but the result is the same.
I check the text file in the window originaly installed as czech version and there are characters ok.
