Im in a loop. Help?

I recently did a complete restore on my windiws 10 pc leaving nothing but what was there to begin with and now that it finished it brings me to the select country/timezine etc then it asks for my wifi which i have put in and then it brings me to a "just a moment" screen and after a few minutes it loops back to the settings page asking for timezine.ive dine ut multiple times in the past 3 days and idk what to do
