Can the Microsoft Surface Pro 4 run Adobe Photoshop and Illustrator?

Found a good deal on a Microsoft Surface Pro 4. I'm a tattoo artist and I need a tablet for drawing, and I want to be able to use Adobe softwares to do it. I'm not a fan of the apple alternatives so I'm looking to see if this is a good investment? It has everything it needs with it for $450
