WC App Froze then uninstalled but still says installed

I received an update to the WC App on my Lumia 950XL and it black screened when I tried to get past the update note of what was fixed. So I uninstalled it and went to the store to reinstall it. It says it's still installed so I can't reinstall. I then deleted phones cache, did a soft reset and still the same thing. Still says the app is installed and I can't install it. Any ideas?
