Can I go to a restore point and block this April update?

It changed in the middle of the day. It also changed my password - I signed in this AM ok but when the Artificial Stupid asked me to go somewhere because I was using a VPN and confused it, it claimed it needed to verify me and then refused to 'see' the password.
Why do they keep thinking I want new folders? I keep deleting them. It took forever to kill 3-D Objects Folder. Today I found all my Sticky Notes squished to squares and a totally unwanted new one _tries_ to open s.l.o.w.l.y, a full 15 seconds before I can delete it to see my notes.

I plan on going back to a restore Point and following the way to Block future updates. Is there no way a person could get a needed Security Update and choose to ignore the new frills you think I need?
