Win10 Navigation pane scolling slow on touchscreen

This is a Dell laptop. When you touch the screen or use 2 fingers on the touchpad to scroll the navigation pane of file explorer, it is very slow. The picture is clear and smooth, but slow.
In testing, if I use the slide bar with the mouse, it is normal. Opening a browse window in another app is normal. Ironically, if I attach an HDMI monitor and use the file explorer window there, the 2 finger approach works normally. But when file explorer is on the laptop screen, it is SLOW.
Anyone see this before and maybe have a solution????
