What happened to cortana in 14366.rs1?

After installing Evaluation copy.Build 14366.rs1_release.160610-1700 I lost cortana. It was replaced with the search icon. When I click on the search icon and then the settings I see that Online Search is not available for this version of Windows. Is that related to this issue? Anyone know a fix for it?
