Surface Pen comparsion (Surface Pen that was included with SP4 vs new 2017 surface pen)

I don't get it, can someone explain to me why the new is NOT included and why is it more money?? i don't see why it's more money. okay i get it, it has 4x the pressure sensitivy levels.......but that can't be the reason why its $40 more right?
