Unable to send receive in Outlook 2013 on windows 10 Home

Unable to send receive in Outlook 2013 on Windows 10 Home. I have tried all the recommendations, and rebuilt my outlook.com account. Set send receive to all groups on and offline. Tried all manual and default imap settings. Can someone advise me? Thanks, Gary
