Windows 10 Storage Allocation

My wife has an HP Stream with a 32GB SSD. Obviously, it ran into storage issues. Is there a way to tell Windows to run the OS off of the SSD and store EVERYTHING else (updates, libraries, MS Office) on the USB drive?
