Can't disable Navigation Bar vibration in Windows Phone 8.1

I did a reset on the phone today and after it restarted, I tried to download the Touch app to disable key vibration (or Navigation Bar) but, when I go to download it in the store, I get a message saying I the app is not available.

I have a Nokia Lumia 822 on Denim update (Win 8.1) and I get this error. I also tried downloading the Touch app by installing the older Black firmware (Win 8.0) using Nokia Care Suite and I get the same error.

According to the download site, the supported operating systems are:
Windows 10
Windows 10 Mobile
Windows Phone 8.1
Windows Phone 8

I had no problem downloading it last year but now I can't.
I have a feeling the problem is related to the latest version, v2.3.0.7 ,which was updated for windows 10 and microsoft, as usual, screwed up the app (whether by mistake or intentionally to force people to buy a windows 10 phone, I don't know)

The Touch app description in settings (Settings > System) says "Sensivity, wake up and Windows keys" however, the Windows Keys feature isn't there.

Is there a way to fix this?

I searched the web but I couldn't find anything about this problem.
It seems everyone just threw away their old non-windows 10 compatible phone (like mine) and bought a new windows 10 phone.
However, I'm not buying a new phone and since this one doesn't update to Win10, I need to find a solution.
