Any idea what the ringed wifi symbol means?

I've seen it twice, it's a network in the apartment I'm staying in that occasionally doesn't work (my laptop can find it but either can't connect or connects with no Internet access). Both times I've seen this after an extended period of no internet access.
I've found no information on Microsoft's Win10 help pages to tell me what this means. Any ideas?
