Lock screen badges gone? No more custom app sounds?

Whoa there is it me or can I no longer add the skype badge to my lock screen letting me know how many messages I have before unlocking the device?
In fact I can only add some predetermined apps like Uber (even though its not installed).

Is anyone else finding this issue?
