Lumia 650. Option to include picture on my Glance Screen options.

Rather confused on the Glance screen and the Lumia 650.
Seems some have the option to display a picture on the Glance screen while other Lumia 650's do not.
My Lumia 650 does not and never did show the picture option . I want that!
The windows store shows a Glance screen app but is not available.
Any ideas on this?
