Killing rogue activities?

You know how sometimes you close an app down completely but battery usage continues to be insanely high even if nothing is supposedly active? I assume this is down to some background activity started up by an app has not closed down when it should. Powering the phone on and off is a sure fire way to clear this but I am wondering if this could also be done by just switching Battery Saver mode on for a few minutes?
