Both are AT&T phones, but have been carrier/SIM unlocked.

These were mine and my wife's personal phones for about a year, and have been kept in hybrid cases and handled carefully. They've been on Windows 10 (release preview), and working perfectly. We both have Lumia 950's now.
The 830 includes a spare (new) battery, both a green and a black back, and a variety of cases. The 830 includes a hybrid case with belt clip.
