Charger plugged in - Not charging

Hi everyone,
I own a Surface Book till 1 years and a half now, bought from England (I'm in Italy but felt in love with it as soon as I saw it!).
Now, the first charger was faulty (overheating on the last part of the cable, till the rubber fell apart), so I bought a new one.
Now, occasionally I still have charging problem: if the battery is under 70/80%, and I run Chrome, the battery won't charge, it says plugged in - not charging.
I read somewhere that when the CPU is overloaded, the charger can't make it.
But occasionally even with Chrome closed, it says the same message.
Sometimes I have to disconnect and reconnect the charger to make it work, sometimes it will work by himself after a while.
Someone had a problem like this?
Any help appreciated.
