Why can't I get an exclamation mark on factory reset? Nokia Lumia 630

trying to reset one of my old nokias cant use soft reset as cant access the menu and tried hard reset and i cant get the exclamation mark to appear on phone and i have tried holding down on power button then plugging the charger in still doesnt come up any ideas.
