Xbox One Kinnect Voice Control

I used to be able to say "Xbox Pause" and it would pause playback in any video. This used to work in Movies&TV, Netflix, YouTube, and live TV (by using my cable dvr). Now when I try this on any of these apps, I just get "Can't 'Pause' from here".

When did this function go away??
