Does anyone know which MSCONFIG services control Windows Hello?

I'm trying to figure out which services control Windows 10's Windows Hello so that I can keep them enabled while disabling other services. But every time I start disabling services, I inevitably end up disabling the PIN setup in Windows Hello. It lets me add a PIN, but the PIN never adds. Instead the button simply shows 'Add' after I add a pin. I need a PIN for the fingerprint reader because you can't use it without a pin. :/

Anyone have any idea which services in MSCONFIG control Windows Hello? Thanks.
