Tried to send a MMS file that 3MB and it said file too big.

I sent a file that size with my 950xl all the time. Is there a setting in Android or AT&T limiting it It was a short video clip that I was trying to send. Used WP/WM phones for the past 8 years. On those phones I can send a 3MB file with no problem. I also .noticed that the video take from the S9+ camera gets converted down in MMS that it looks horrible to the receiver. Help
