Microsoft and Developers relationship on Windows 10 Mobile

I know Microsoft did their best to convince developers port their apps to Windows 10 Mobile

But why developers can't port their apps to WIndows 10 Mobile? :cry::cry::cry::cry:

I hope to get the real reason about this "Windows 10 Mobile is Dead" app gap issue.
