What's the best way to play WP8 "Xbox" games for achievements (Final Fantasy 3, Terraria, etc.)?

What phone should I buy just for this? And can I play them on a tablet and still unlock achievements? Games I want to play:

Final Fantasy 3
Terreria
Skulls of the Shogun

Lastly, can you use a controller for any of these games like you can on iOS?
