Why can't i access the start menu and the control panel and more?

My computer has been working fine until lately the start menu wouldn't work, I was okay with that and i could make do without it, but i realized that i couldn't access the control panel either, and i couldn't open any pictures and i couldn't access the personlize menu and probably more.

My version of windows is windows 10 pro
