Is there any app (UWP or win32) that works as a Photo Album similar to Lumia StoryTeller?

Hello,

I wanna create photo albuns on my PC, so I'm looking for some GREAT app, which allows me to sort my pics the way a want, allows me to add text or subtitle and which is capable of display the pic's geolocation, like Lumia StoryTeller and Flickr (online).
