I have tried many times, and I've seen other people on here complaining that there are three apps that will not update.
Today I tried again and now it tells me that they require Windows 8!
I suspect that is why they will not download because they demand Windows 8.
The three apps that will not update are:
Lumia help and tips (US)
rate your device
Lumia motion data
None of these apps will update because they all are demanding Windows 8.
