Help: I cant download 15063.2 slow ring

Hi, i have two problem with build 15063.2:
1. i am on build 15043 and i cant DL build 15063.2, is stuck on 0%
2. its normal ? i have to DL 5.3 GB for installing 15063.2 !!!?
